Last night on Channel Four, Jon Snow was talking about the Olympic bid. London is one step closer, he said, to hosting the Olympic and Paramilitary... whereupon he stopped and corrected himself.

I guess this is also an example of how lots of different terms for subtly different groups serves only to confuse, not to clarify. What is a paramilitary? Is it anything to do with paratroopers?

In this case it's 'para', as in 'similar to' or 'relating to', so the paramilitary means 'similar to the military' e.g.: civilians behaving in a, or organised in, a military manner.
This can be in both official and unofficial capacities. When I was in Central and South America, I met both. The problem is; you don't know who's doing what for whom. Three cheers for whoever invented uniforms (probably the Romans)
